Subject: Update to Important Notice for Federal Contractors
********
IMPORTANT NOTICE - CORRECTION *********
In
early October, the America's Job Bank (AJB) Service Center
sent an e-mail to all Federal contractors listed in the AJB
database discussing the implementation of the Jobs for Veterans
Act changes to the mandatory job listing requirements for
covered veterans under the Vietnam Era Veterans Readjustment
Assistance Act (VEVRAA). This e-mail has caused confusion
among covered Federal contractors regarding the effective
date of the amended mandatory job listing requirements.
The
Jobs for Veterans Act requires the Secretary of Labor to prescribe
regulations mandating the changes to the mandatory job listing
requirements. Those requirements have not yet been issued.
The changes to the mandatory listing requirements will become
mandatory 30 days after the Office of Federal Contract Compliance
Programs (OFCCP) publishes a final rule in the Federal Register
amending the 41 CFR Part 60-250 regulations, which, in part,
will contain the amended mandatory job listing requirement.
Until
the amended regulation becomes final, Federal contractors
may continue to meet their job listing requirements by posting
employment openings with either the AJB or directly with the
appropriate local employment service delivery system. In addition
to these two listing options, contractors also my soon be
able to meet their job listing requirements by posting employment
openings with the Veterans' Job Clearinghouse at http://www.jobsforveterans.org
which will become available on December 1, 2003. This new
system will distribute the posted job openings to the appropriate
local employment service delivery system.
