OFCCP Updates Frequently Asked Questions
VETS-100 Report Requirement Changes

In October, the Office of Federal Contract Compliance Programs (OFCCP)
added three new topics to its list of frequently asked questions
(FAQs). The new topics are For Employees, For Employers,
and Federal Contractor Selection System (FCSS). Highlights
include:
1) A clarification that OFCCP regulations do not require federal
contractors to give veterans preference toward employment or hire
from any particular group of applicants,
2) A policy statement that a multiple regression analysis will be
used only after an on site review, and
3) A general description of the new Federal Contractor Selection
System (FCSS) and an explanation of why the agency will not be releasing
specific parameters.

The Veterans' Employment and Training Service (VETS) is requesting
an extension of the current VETS-100 form. Federal contractors that
have a government contract awarded before December 1, 2003 will
be required to file the same report in 2005 as was filed in 2004.
However, federal contractors that have only government contracts
entered on or after December 1, 2003 will likely not be required
to file a VETS-100 report in 2005. The VETS agency is currently
working on new regulations to change the categories of reported
veterans but does not expect to have new forms available for 2005.
The agency has stated that contractors will be given sufficient
time to update their systems and procedures when changes are finalized.
