News from the 2004 National ILG
Conference

The Office of Federal Contract Compliance Programs (OFCCP) has updated
their compliance assistance tool for federal contractors and employees/applicants
of federal contractors. The online Advisor can be accessed from
the Department of Labor (DOL) website at www.dol.gov/elaws/ofccp.htm.
The Advisor helps users navigate through three compliance issues:
1)
What employee/applicant rights are enforced by the OFCCP?
2) How does an organization determine if it is a covered Federal
contractor or subcontractor?
3) What obligations does a covered organization have?

The National Industry Liaison Group held its annual conference this
month to bring together the OFCCP and federal contractors. The main
theme may have been that not much gets done in a Presidential election
year but there were some interesting developments. Charles James,
Director of the OFCCP, announced that the OFCCP is using a new system
for selecting federal contractors for audits called the Federal
Contractor Selection System.
Selected federal contractors will receive a notice of potential
audit that describes the new system. A copy of the notice is posted
on the OFCCP website at www.dol.gov/esa/ofccp/pdf/FCSS_04.pdf.
Complete notes on the conference workshops can be found on the Maly
Consulting website at www.malyconsulting.com/PressRoom/nilg2004.pdf.
